Privacy and Terms go live with the chrome as a named exception to one-page-at-a-time (CONTENT-STRATEGY §0.1, §1.2 #30) — the site captures lead data with attribution from its first deployed page, so the URLs must exist from day one. The copy is its own planning session, and any draft produced there requires professional legal review before it is relied on (BUILD-PLAN Open items).
